Canada Border Services Agency has published notice TCCU17-109 allowing Freight Forwarders the ability to arrive their back to back shipments at inland warehouses. An example where this functionality could be used is a Freight Forwarder would be able to arrive their house bill related to a full container load at designated railway location. Freight forwarders would also be able to use this functionality to arrive their back to back house bills at other inland warehouses where the warehouse operator may not have the ability to arrive their back to back house bills.
This capability will reduce delays by eliminating the need to present back to back house bills to CBSA to obtain releases and will allow Freight Forwarders to easily use the PARS / IN-PARS process (verses providing the importer / customs broker with the house bill to submit a release once the shipment arrives at the warehouse) to expedite the release of their freight. Freight Forwarders should be aware CBSA must receive the Warehouse Arrival Certification Message (WACM) related to the previous Cargo Control Number prior to submitting the arrival related to the house bill. Freight Forwarders who submit their arrivals prematurely may be subject to AMPS penalty C274.
