CBSA has announced that it will be stepping up their enforcement of the AMPS penalties associated with Highway Carrier ACI declarations beginning November 1st. Carriers who have received an ACI AMPS penalty prior to November 1st will now be subjected to level two AMPS penalties. Third level AMPS penalties are also scheduled be introduced on December 1st. Carriers should also be aware that CBSA may issue multiple AMPS penalties related to a single manifest if there are multiple customs violations associated with the declaration. Since this post the Canadian Trucking Alliance has notified carriers on Monday November 7th, 2016 that CBSA will continue to mitigate penalties down from level 2 to level 1 on an interim basis until a decision is made to either move forward with the compliance plan solution, or not.
