On April 28, 2017 CBSA revised Memorandum D3-1-1: Policy Respecting the Importation and Transportation of Goods  This memorandum provides general information related to CBSA policies regarding the transportation goods into & in-transit through Canada. The memorandum also provides users with the standard customs terms and definitions, links to many of the Canadian customs acts and regulations.  This 35-page document defines many of the standard customs procedures, requirements (e.g. overages, shortages, seals, customs tracers etc.), A8A document standards etc.   This memorandum should be recommended reading for carrier staff and administrators who want to learn more about standard customs procedures independent of mode.
