CBSA published in Customs Notice 18-03 notifying the import / carrier communities they were postponing the sunsetting of release types OGD PARS and OGD RMD until April 1, 2019.
Canada Border Services Agency had intended to sunset these declaration types on April 1, 2018 and replaced them with the Single Window Initiative (SWI) Integrated Import Declaration (IID) release but found many customs brokers and importers were not prepared to submit the new IID declaration. CBSA has notified the importers / customs brokers they must be able to submit the IID declarations by January 1,2019.
A little bit of background information... The Other Government Department Pre-Arrival Review System (OGD PARS) release type is frequently used since many shipments have other government agency or department importation requirements. The Other Government Department Release on Minimum Documentation release type is infrequently used since it typically involves releases where paper documentation is presented to CBSA. Customs Brokers and Importers submitting IIDs advise the declarations take more time to prepare and submit since they must provide CBSA and the Other Government Departments / Agencies additional information. Importers / Carriers should be aware the incrementally additional data requirements has the potential of adding delays to the preparation and submission of customs releases and they may need to adjust their processes to accommodate for the delays.
