Many carriers incurred AMPS penalties when their trucks have shown up at the Canadian Border without their ACI manifest completed. The number and value of some penalties were extensive and Canadian Trucking Alliance lobbied CBSA and temporary interim measures introduced on May 29, 2017. These interim measures outlined in Customs Notice 17-19 were implemented to provide CBSA an opportunity to evaluate the AMPS penalties and the corresponding compliance rates. The CTA also lobbied CBSA stating some of the penalties issued to carriers wouldn't have been issued if the CBSA's system hadn't been down and a number of penalties were cancelled if they incurred during an outage or on the shoulder of an outage. The turn-around program was extended to December 31, 2017 and now has been extended until December 31, 2018.
