Customs Notice CN 18-21 clarifies the eligibility criteria specified under paragraph 12(b) of D Memo D23-2-1 dated May 3, 2017.  The customs notice replaces " carrier is of good character" with:  a carrier applicant to the CSA Program must have:

• No contraventions of program legislation as defined in section 2 of the Canada Border Services Agency Act; and,
• No criminal record.
