Canada Border Services Agency's Technical Commercial Unit has sent out message TCC17-235 on December 11, 2017 and message TCC18-021 on March 1st, 2018 requesting carriers share the Automated Commercial Information (ACI) detailed cargo description requirements with their shippers. CBSA is finding many carrier declarations are not meeting the eManifest requirements and may be subject to AMPS penalties. Some examples of improper descriptions include cargo descriptions like "Dangerous Goods" and product skews. Carriers may find that the Border Services Officers (BSO) may reject their declarations prior to arrival and other rejections occur when the truck reports to the border. If a carrier fails to address a BSO reject sent prior to their arrival at the border or if a declaration is rejected when the truck arrives at the border AMPS penalties may apply.
