Prior to March 5, 2017 carriers could use the CBSA Release Notification System (RNS) to independently see whether your PARS declarations were declared by the importer / customs brokers and accepted by Canada Border Services Agency. On March 5th CBSA modified their systems to only send out the RNS "Declaration Accepted" message after the corresponding carrier ACI shipment declaration is accepted. This change made it impossible for carriers to use independently use the message to load their trucks or use it to look or PARS declarations (i.e. PARS / cargo control numbers) that may have been setup incorrectly.
Carriers will now need to use the ACI “Document Not on File” message to spot PARS numbers that may have been entered incorrectly by an importer / customs broker. They may elect to use this message to load their trailers but should be aware this message doesn’t guarantee the importer / customs broker’s declaration has been completely reviewed and the release declaration been accepted by CBSA and potentially other government departments who may be involved in the review / release of the specific shipments.
Carriers who have subscribed to the RNS system should also note the "Declaration Accepted" message will only be sent out if CBSA gets a match of PARS / cargo control number within their system.

Carriers, if you used the receipt of the Declaration Accepted Notice for logistical purposes (e.g. to load your truck or to trigger the submission of your ACI cargo), the CBSA has made available the “Document Not on File Notice” to both EDI and Portal clients which can be used in a similar manner as the Declaration Accepted Notice.
The Document Not on File notice informs clients that a Cargo Control Number (CCN) that is not in good standing was quoted on a trade document submitted to and accepted by the CBSA.
Documents that trigger this notice are House Bill Close message, PARS, RMD, B3, and Integrated Import Declaration (IID). The notice will be sent automatically to the carrier or freight forwarder that was quoted (through the Carrier code of the CCN) on the submitted document(s). Carriers and freight forwarders will receive this notice for CCNs that have been cancelled, are rejected, or are not on file.
Example: If a PARS is submitted by a broker for a CCN that is not on file, the carrier/freight forwarder quoted on the PARS will receive the Document Not on File notice.
